, the nation will go over the fiscal cliff in a little more than five days and house republicans are doing nothing more than posturing. president obama is flying back to washington tonight from his christmas vacation in hawaii to make one last attempt to get a deal before midnight new year's eve. the senate is returning and will be in session tomorrow for the same purpose. senate majority leader harry reid is trying to determine what kind of bill he can get through the senate with limited republican support. meanwhile, governor neil abercrombie of hawaii tonight announced that lieutenant governor brian schatz is as fit to feel the seat of the passed senator daniel inouye. he will leave hawaii for washington tonight and is expected to be sworn in sometime tomorrow afternoon. the democrats are wasting no time in the event harry reid needs the vote to avert the fiscal cliff. but the house? a different story. speaker john boehner held a conference call with republican leadership today, and basically decided to do nothing. there are no immediate plans to return to washington. even as that decis

to avoid the fiscal cliff. he'll also have to put together something that will get republican support in the house. this is a last-ditch effort and will be obviously very difficult if it succeeds at all. at this point, the white house still wants that threshold for income tax rates to be at 250,000. it's unclear, exactly what the senate proposal is going to look like. as we understand from sources, al inna, it could be a couple of days, even though this are reconvening tomorrow, it could be a couple of days before they outline the proposal. we're told by sources they are waiting to get republican support in the senate but to build pressure in the house. if they move the deadline close -- move the timeline from unveiling a proposal as close to the new year as possible it increases pressure on the house and, of course, if the house doesn't take up the bill, you can see that we're already sort of setting the scene for the blame game. democrats would point the finger at republicans for going over the fiscal cliff. >> that's been going on for a while as you well know, brianna, and as the p

that republicans are willing to take to avert the fiscal cliff. there's their 400,000. so everyone who makes $400,000 their taxes would stay the same. would that be acceptable. if there is no deal to be reached we do know that harry reid will try to move forward on monday with the bill for those making $250,000 or below. so that's what we need to see how it will work there. there are types of sweeteners they can do. mitch mcconnell is a tough place and this is the underreported part of the story. he has to figure out a deal that gets through the senate and doesn't make john boehner look too bad in the house and there are a lot of conservatives in the house that don't want to do any type of deal that would raise taxes on anybody even though they'll go up on the entire country the first tax hike in 20 years after monday night. >> and one would also assume that mitch mcconnell would have to back a grant, he could face a primary fight if this thing -- >> you touched on one of the great sub plots of these entire negotiations is personal things that boehner and mcconnell have in these negotiations. obv

that republicans and democrats together could get a majority for the president's proposal to avoid the fiscal cliff and deal with the deficit in a balanced way. in fact, as we know, republicans like tom cole, a very conservative member from oklahoma, and others have said that that approach makes sense. and yet the speaker refuses to allow a vote on that proposal. and so allow democracy to work and so far unfortunately, speaker boehner has been held captive with the tea party wing of the republicans in the house, which voted down his own proposal just about a week ago, because he said, well, we should ask folks making over $1 million to pay more. his caucus said no. so what we're saying is, let the whole house, democrats and republicans, vote on the president's proposal. let democracy work its will. worst case scenario is that would be defeated. but you don't know until you hold a vote in the house of representatives. that's how democracy is supposed to work. it's not supposed to allow a small, extreme group within the republican caucus to dictate terms to the country. >> there is some indication fr

proposal from republicans, well, pretty much, we're headed towards the fiscal cliff and going over. there has to be movement towards a middle ground, and as the meeting started, there was no. we are awaiting reports on what happened. they met for an hour and five minutes. could have been progress towards another type of workable frame work to maybe kick this into next year, but as of the start of this meeting, it was not looking good. the white house will be updating ceos at 5:30, a staff call, staff from white house calling a number of ceos, having a conference call to update them. lloyd blankfein of goldman sachs on the call, trying to confirm other members of the call. thinks moving quickly, but not much progress. david: if there had been any kind of conclusion or any kind of agreement between republicans and democrats as we're looking at pictures -- that was nancy pelosi moments ago, if there was an agreement, there probably would have been an announcement, come out to the gaggle of reporters saying they are happy, and there was none of that announcing going on today; correct?

as part of the overall deal here on the fiscal cliff. republicans have been resisting that by announcing the debt ceiling limit will be held on monday, ratchets up the pressure to include the debt ceiling piece in the final package, whatever that may be, but still not clear, carl, there is going to be a final package of any kind. one quick note, we saw the realism. pact in the real world of the debt situation. treasury announcing yesterday it has suspended the sale of state and local government securities, government series securities. so already, they are doing some maneuvering here financially to try to avoid that debtly limit. the treasury secretary says he doesn't know how much wiggle room they are going to have, given that all the fiscal cliff uncertainty is out there. >> eamon, on this idea that the house members get called back with 48 hours' notice. traders are looking for that headline if it happens almost that bleed out there or procedural moment where that is announced, so to speak? >> a good question. i have been in touch with republican leadership about that today. what they

the fiscal cliff. >> the idea, republicans and this is the idea that has been floated, will let us go off the cliff sor they or certain members won't have to raise taxes. >> they will cut taxes retroactive retroactively. >> seems like a bad way to go. >> look, this was a machine built to encourage compromise. and it may get easier for some republicans to come back in january if we go over the cliff. the reason, of course, all the bush tax cuts expire with the cliff, when you come back, you would only be voting to cut taxes on some force of the public, up to a certain income level. if you do it now, basically extend push tax cuts, are you effectively raising taxes on some people. might be easier for republicans, it takes us only a small step of the larger accommodation we need. we need some kind of long-term agreement to stabilize the federal government's finances and automatic spending cut side of this is a really blunt instrument. they have to come together if they are going to deal with this, and the problem as i say, all political incentives are toward polarization and refusing to bend

, republicans in congress tackle fiscal cliff. the most visible former elected official in the tea party and, of course, chairman of freedom works tried to oust several freedom works officials this fall. in fact, according to the post, army thieves control momentarily of the group. and he brought a gun carrying aide to remove rivals within the organization. but within a week, army was out. freedom works arranged an $8 million pay page for him. $8 million. that is more than the organization's entire annual budget in some years. over in the house, several tea party allies were recently stripped of their committee assignments by speaker boehner. so there are some problems there at the top. an influential conservative is lashing out. >> the tea party is going of to look at itself. it's been so helpful to the republican party in the past. it saved i by not going third party in 2010, helping the republicans sweep the house. but the tea party style of rage is not one that wins over convertes and makes people lean toward them and say, i want to listen to you. >> so there is some real trouble there f

passed legislation to avoid the fiscal cliff. democrats have not. house republicans passed a bill a few months ago, in the manner they wanted extending the current tax rates. democrats a few months ago passed their preferred option letting taxes increase for families earning more than $250,000 a year so both sides are now on their opening position. even if lawmakers, congressional leaders work out a deal at the top level will take days probably for anything to get through the house and senate. tracy: just to be cleared john boehner said he would give him 48 hours notice will for they had to come back. if he calls them today they don't have to be back for 48 hours. >> right. they have a conference call, republican conference in 30 minutes to discuss their next move. they announced they are coming back, the earliest they would be back in session would be saturday but even if lawmakers are you there is no deal yet, the upper echelons of congressional leadership that would have them vote on anything so we are waiting for congressional leaders to work something out and we are not at the phas

as lawmakers continue to scramble to get a fiscal cliff deal done. rich edson has the latest. rich: they are considering legislation here in the senate today. president obama says he called to talk to congressional leaders, democrats and republicans, last evening. there is no progress here to report. president obama put it all on the house. >> they are operating without the house of representatives. it is being operated with a dictatorship of the speaker, not allowing the vast majority to get what they want. if the 250 would be brought up, it would pass overwhelmingly speaking that 250 he is discussing that would keep tax rates where they are for income amount for less than $250,000 increased those earning more. house speaker says senator reed should talk less and legislate more. senate democrats have not. they want to extend all the current tax rates and avoid some of the spending cuts. democrats are on their opening offer. they basically have not moved anywhere. there is less than a week to go. >> senator reid talking about a less than $250,000 limit. speaking right. exactly. liz

forward on the fiscal cliff issue. it does seems as though they're running into logger heads here slowly before the last couple of days before the deadline to solve the fiscal cliff negotiations. the ftse 100, a couple of points higher at the moment. same going for the spanish market, the aex in the corner. we're looking at relatively flattish trade here in europe on christmas eve. let's recap off of what we've seen in asia in the overnight session here. you're looking at slight gains across the board. the shanghai composite up by .25%. you're seeing similar gains in the s&p asx and the hang seng, the kospi both a couple of points up to the upside, as well. currency markets, pretty stable trade, too. we're seeing slightly lower volumes to say the least as you would anticipate here during the holiday days. we are, though, flirt, a recent high is 1.32. a couple of sessions ago, we were down at the 1.29 mark. aussie/dollar flat. sterling seeing slight gains. just to wrap things up showing you what's taking place in fixed income, relatively flattish trade, as well. the yield here on the span
